Why Proposal Writing Is One of the Most Important Skills in Public Health Consulting

When people think about public health consulting, they often think about technical expertise.

Health systems strengthening. Monitoring and evaluation. Health financing. Digital health. Pandemic preparedness.

Technical knowledge is undoubtedly important. After all, clients seek consultants because they need specialised expertise.

However, one skill receives far less attention than it deserves:

Proposal writing.

Over the years, I have observed that many talented public health professionals are fully capable of delivering consulting assignments but struggle to secure opportunities in the first place. Often, the challenge is not a lack of technical expertise. It is the ability to communicate that expertise in a way that responds to a client’s needs.

This is where proposal writing becomes critical.

A Proposal Is More Than an Administrative Requirement

Many people view proposals as a bureaucratic exercise.

A document that needs to be completed before the real work can begin.

In reality, proposals are often the first opportunity to demonstrate how you think.

A strong proposal shows that you understand the problem, appreciate the context, recognise potential challenges, and have a credible approach to addressing them.

Clients are rarely looking for a list of qualifications.

They are looking for confidence that you understand their needs and can help them achieve their objectives.

Technical Expertise Alone Is Not Enough

One of the most common mistakes I see is proposals that focus heavily on the consultant rather than the client.

They describe experience, qualifications, and previous projects in great detail but spend comparatively little time demonstrating an understanding of the assignment itself.

Strong proposals shift the focus.

Rather than asking:

“What do I want to say about myself?”

They ask:

“What does the client need to know in order to trust that I can help solve this problem?”

This seemingly small shift can make a significant difference.

Proposal Writing Is a Consulting Skill

Proposal writing is not simply a sales activity.

It requires many of the same skills that consultants use throughout an assignment:

  • Analytical thinking
  • Problem definition
  • Stakeholder awareness
  • Structured communication
  • Strategic prioritisation

In many ways, a proposal is the first consulting deliverable.

The process of developing a proposal often helps clarify assumptions, identify risks, and refine approaches before the assignment even begins.

Why This Matters for Public Health Professionals

Many public health professionals transition into consulting after building strong technical careers in governments, international organisations, NGOs, or academia.

While their technical expertise is often highly valuable, proposal writing is not always a skill that has been formally developed.

Yet it is frequently the bridge between expertise and opportunity.

The ability to translate knowledge into a compelling proposal can determine whether a consultant is invited to contribute to important projects and initiatives.

Final Thoughts

Proposal writing is rarely the most visible aspect of consulting.

Yet it is one of the most important.

A strong proposal does more than win work. It demonstrates your ability to think critically, understand client needs, and communicate a clear path forward.

For public health consultants, developing this skill can be just as important as strengthening technical expertise.

Because in consulting, the quality of your work matters.

But first, you need the opportunity to do the work.
