New Rights, Old Hurdles: Why 1 May is Just the Beginning for Renters

As of 1 May, the Renters’ Rights Act is officially in motion, bringing some of the most significant changes to the private rental sector in a generation. On paper, it feels like a massive win. The end of no-fault evictions and higher standards for homes are the kinds of changes we’ve been waiting for — the kind of changes that finally give renters a bit of ground to stand on.

But as anyone who has ever tried to navigate the rental market knows, the law in the statute and the reality on the ground are often two very different things.

While we’re celebrating these new protections, we have to talk about the barriers that a new Act alone can’t fix. Because for many, especially young people and those on low incomes, the ‘front door’ to a safe home is still bolted shut.

The Barriers to Entry: Beyond the Legislation

While the Act strengthens the rights of existing tenants, the barriers to becoming a tenant remain incredibly high. For many individuals, particularly those early in their experience of renting, the requirement for a guarantor remains a primary obstacle. It is common for landlords or letting agents to demand a guarantor who earns significantly above the average wage, an expectation that is often impossible for those without high-earning family networks.

Similarly, the reliance on traditional credit scores and lengthy rental histories creates a cycle of exclusion. Without a history of renting, it is difficult to secure a tenancy; without a tenancy, it is impossible to build that history.

These systemic hurdles illustrate that legal protections alone cannot solve the problem of accessibility. While the law provides a framework for fair treatment, it does not remove the practical and financial barriers that prevent many from entering the market. Addressing these gaps requires a more comprehensive approach to support that goes beyond the current framework.

The Reality of Unfurnished Tenancies

For those on low incomes, the challenge does not end once a tenancy agreement is signed. There is a significant and often overlooked gap regarding unfurnished tenancies. Many people move into bare properties that lack basic essentials or white goods, such as fridges and cookers.

After meeting the substantial upfront costs of a deposit and the first month’s rent, many tenants find themselves in a home they cannot afford to furnish. This lack of basic provision has a direct impact on a person’s health, dignity, and ability to maintain long-term stability. To address this, we should look toward wider accessibility to furnished tenancy schemes. Providing essential items as part of the tenancy would ensure that moving into a new property is the start of a stable life, rather than a new financial crisis.

A Foundation for Further Change

The Renters’ Rights Act is a necessary foundation, but it is not the final solution. To create a genuinely inclusive rental market, we must move toward practical, human-centered policy. This includes rethinking the guarantor system and championing schemes that make homes move-in ready for those with the least resources.

Creating a fairer system is about ensuring that legal protections translate into the tangible, everyday security that every renter needs.
