Mind, Language and Noam Chomsky: Introduction

Let me begin with some brief remarks about a book I read recently on this subject from an avowed reactionary to the revolution in Linguistics that Noam Chomsky inspired and led. The book is The Kingdom of Speech by the well-known writer Tom Wolfe. The book grew out of a provactive and entertaining magazine article Wolfe wrote called “The Origins of Speech” that was originally published in Harper’s in 2016. I have been an eager consumer of Tom Wolfe’s writing and reporting since I first read The Electric Kool-aide Acid Test when I was a freshman in college in 1970. Unfortunately, The Kingdom of Speech, one of his last books, written shortly before his death in 2018, is not a worthy addition to his extensive body of work. It is stuffed with the bombast and hyperbole that is Wolfe’s calling card as a satirist, but it has serious shortcomings that weigh it down enormously. His critique of Chomsky in this book rings hollow, I find, mainly because, unfortunately. Wolfe’s knowledge of its very consequential subject he writes about only scratches at its surface.

Tom Wolfe expanded his Harper’s article to a book length version, entitled Kingdom of Speech. In the book, Wolfe is not satisfied with tackling Chomsky alone. He takes aim at two intellectual titans, Charles Darwin from the 19th century and Noam Chomsky from the 20th. (As of this writing, Chomsky is still alive, but the bulk of his intellectual output on the subject of Language was published in the 2nd half of the 20th century.) The book is an attempt to take down Darwinism, too, in the same decisive manner the way Wolfe publicly mocked the Manhattan “radical chic” crowd that included Leonard Bernstein in his famous essay. But what comes across here in Speech, in a series of thinly researched arguments, is a display of egotism and arrogance that shouts (in his signature all caps) that I am smarter than all these pointy-headed, stuff-shirted intellectuals. It is so unworthy of the writer I have long admired that it makes me want to go back and reassess the man behind some of his earlier triumphs.

But I digress.

Keeping Wolfe’s disappointing book in mind, I will look at the main target of his broadside, which is Noam Chomsky and the position Chomsky staked out regarding the role of language in human thought. Chomsky earned a reputation as one of the most influential thinkers of the 20th century, so Wolfe yearns to take on his contemporary. To set up his teardown, Wolfe first builds up the stature of his foe, quoting from a review of Chomsky’s book *Language and Responsibility published in the Sunday New York Times* that states categorically, “Judged in terms of the power, range, novelty and influence of his thought, Noam Chomsky is arguably the most important intellectual alive today.” With a voice that has dominated both cognitive science, which encompasses the study of human communicative processes, and the Philosophy of Mind for over half a century, Chomsky also made a significant contribution to mathematical logic, as we will see.

Chomsky’s towering influence on the field of Linguistics that overturned the status quo in the academic world to a degree that it is often characterized as a revolutionary movement, specifically, the Chomskyan Revolution. Or as one of the partisans participating in that “revolution” recently describes it:

The publication of Noam Chomsky’s Syntactic Structures in 1957 marked a paradigm shift that would fundamentally redefine our understanding of human language capacity. Chomsky introduced the concept of generative grammar — a system of rules capable of generating all and only the grammatical sentences of a language. This approach represented a radical departure from both behaviorist learning theory and structuralist taxonomy, proposing instead that language knowledge consists of internalized computational procedures for sentence construction. (Win, 2025)

The language that he initiated a “paradigm shift” is a conscious attempt to frame what Chomsky accomplished in the same terms that Thomas Kuhn’s influential book (Kuhn, 2012) uses. The comparison seems apt, especially the extent to which Chomsky inspired any number of other scholars to pursue lines of research intended to help flesh out his theories and amplify them, or for that matter, attempt to disprove them from various angles. The degree that subsequent research regarding “computational procedures for sentence construction” and similar lines of inquiry also led Chomsky to recast some of his main positions over the years complicates the task for both supporters and critics.

There are, it should be noted, very valid criticisms that can be leveled at the positions Chomsky has staked out on the nature of human language and the mind, but they are not the ones that spring from Wolfe’s eloquent, poisoned pen. To be in a position to evaluate what they are, it is not enough to scratch around on the surface, which, unfortunately, was Wolfe’s strategy. For example, one of the key weak points in Chomsky’s thought is the distinction he repeatedly draws between language competence and language performance. To Chomsky, this is a key distinction, and one that is sharply drawn in his mind. His attention is almost exclusively on the former, which refers to our conceptual knowledge of the rules used to generate meaningful sentences. These conceptual rules used to construct sentences are what Chomsky refers to as grammar. When faced with evidence that does not align with his conceptual framework, Chomsky is apt to dismiss any inconvenient facts as mere “performance.” What Wolfe does in his book was latch onto one of the criticisms aimed at Chomsky from an anthropologist who stumbled onto a tiny community in the Amazon whose native language lacked features that Chomsky claims are universal. Chomsky summarily dismissed this counter-example as mere “performance.”

On similar grounds, Chomsky has also criticized the approach used today in the field of computational linguistics to construct Large Language Models (LLMs), despite the impressive results of tools like ChatGPT, Google Gemini and Anthropic’s Claude to generate “natural language” responses to human search queries. To assess the validity of this Chomsky critique requires a deeper dive into both Chomsky’s thinking and the technology underlying current approaches in Machine Learning (ML) and generative AI. In exploring the influence of Chomsky’s work, I will also look at significant weaknesses in the major intellectual positions he staked out and militantly defended that have emerged. For example, the decades long effort of Chomsky and his followers to describe a Universal Grammar (UG) underlying all human languages has survived scrutiny in such an attenuated form today that there is very little left to the original position he once asserted so boldly. Chomsky also relies on an argument known as the “Poverty of the Stimulus” that he seems to regard as a slam dunk to explain how during early childhood humans acquire their remarkable language skills. Chomsky uses the “Poverty of the Stimulus” argument to bolster his theory that a Universal Grammar exists. In the process, however, I believe he discounts the extent that children learn language skills via experience in a language community. Where Chomsky emphasizes the aspects of human language that underpin mathematical thinking and other rational thought processes, he tends to minimize the role language plays in establishing and maintaining cohesion in human groups, as well as its other substantial social functions. Following a deeper dive into Chomsky’s scholarly contributions, we will also explore some of these criticisms in greater depth.

Descriptive linguistics and language universals.

As Wolfe accurately reports, “In 1957, when he was twenty-eight… Chomsky was on the way to becoming the biggest name in the 150-year history of linguistics.” True enough, but Wolfe fails to identify what was most remarkable about Chomsky’s contribution to the study of human language. Wolfe continues, “He drove the discipline indoors and turned it upside down.” Wolfe is alluding here to the fact that up until Chomsky’s influential scholarship, the study of linguistics in the United States, at least, focused on describing the many different human languages that were spoken by indigenous peoples around the globe. Anthropologists attempting to understand and document these languages were the main practitioners of descriptive linguistics in America. (Also known as structural linguistics, akin to the school of structural anthropology.) In contrast, Chomsky’s academic work was directed at philosophical issues, specifically trying to understand the mechanisms underlying language usage that could be construed as evidence for how the human mind worked. See, for example, M. J. Cain, “Linguistics, Psychology and the Scientific Study of Language.” where Cain writes, “According to Noam Chomsky, linguistics is the study of a particular component of the mind-brain (namely, the language faculty) and, hence, is a branch of cognitive psychology. It should also be noted that, meanwhile, on the Continent, scholars studying human language tended to look at the subject very differently, in the tradition of de Saussure and Piaget.

American anthropologists felt that the necessary first step to understanding the oral culture of any native group was to learn their language. As a rite of passage, cultural anthropologists were required to have a field experience, embedding in a very different human society from the one they were comfortably raised in. When working in the field, anthropology students identified informants who could serve as reliable guides to explain the sorts of cultural artifacts anthropologists felt were significant differentiators: kinship relations, folklore, marriage customs, religious beliefs, economic behavior, political organization, and any other interesting aspects of their way of being and their outlook on life that was apt to be significantly different from the fledgling scholars’ own experience growing up in the “civilized” West. In order to learn about these cultural differences, anthropologists needed to become fluent in the native language that their informants spoke.

The immersive experience living with “the Other” was often transformative, a form of consciousness-raising. From their formative field experiences, budding, young anthropologists often acquired new perspectives on their own acculturation that raised deep questions about what was “natural” about behavior that was approved or sanctioned in the society they happened to grow up in. This tradition in American Anthropology is rooted in the work of Franz Boaz and his students that included Margaret Mead and Edward Sapir. Boaz trained his students to believe that before we make claim to know what human nature is and what actions can be justified in its name, we should survey the range and variation of cultural expression that we can find among human groups.

When I attended graduate school in the mid-1970s I learned about human communication from the viewpoint of cultural anthropologists that worked in that tradition. They highlighted the shift in perspective they gained from their field experience. Memorable examples of this shift in perspective that I encountered then included a very funny article called “Body Ritual among the Nacirema” (Miner, 1956), the so-called “cargo cults” that emerged in Melanesia from the native people there encountering the American army during World War II, and popular books by Carlos Castaneda, documenting the ritual use of peyote by a shaman living in an indigenous Indian tribe in northern Mexico. (Spoiler alert, it is quite possible Castaneda fabricated much of his account. See Figure 1. Castaneda’s books also apparently influenced the development of some of George Lucas’s beloved characters from his Star Wars films.)

By the mid-1970s, however, during my time in grad school, it was evident that it was more and more difficult for fledgling students in Anthropology to gain field experience with indigenous tribes of people whose culture remained pristine, in other words, not subject to “contamination” through previous encounters with Westerners. As an alternative, you had recourse to embedding yourself into an alien subculture of some sort in the United States, as the sociologists Howard Becker and Erving Goffman (who was one of my two Master’s thesis advisors) did, but, clearly, that wasn’t going to be quite as personally transformative. (Unless you were Hunter S. Thompson, of course.)

Finishing up my time as a graduate student at the University of Pennsylvania, I began to worry that the “scientific” basis for the methodology of participant observer studies that were fundamental to much Anthropology research was uncomfortably subjective. In a required Research Methods class that everyone entering the Master’s degree program, 20–25 students, had to take, the instructor hammered away at Philosophy of Science topics, introducing us to Karl Popper’s doctrine of falsifiability, for example. We learned that, according to Popper, a scientific demonstration never definitively proves anything. (Philosophically, this is the central problem of Induction.) Popper’s thesis is that a scientific theory remains a contingent statement about the world until it is effectively disproven, which is why, for example, we continue to refer to the Theory of Evolution as a theory. Thomas Kuhn’s ideas about paradigm shifts were also mentioned, which led me to go off and read his book The Structure of Scientific Revolutions on my own. Meanwhile, in my grad school class on Research Methods that featured Popper, we were also given some computer time to perform a statistical analysis of a dataset, my first opportunity to access a computer of any kind. I loved that computer lab assignment. I went overboard, using up all of my allotted computer time, generating big, thick printouts that I proudly scotch-taped to hang on the wall of my bedroom as decoration. (Lo, a computer nerd is born!)

When I went to grad school there, Chomsky was easily the most famous person ever associated with the Linguistics Department at the University of Pennsylvania where he was an undergraduate in the 1950s. Chomsky’s mentor and PhD thesis advisor, Zelig Harris, was still active in the Linguistics Department when I was a student. I never met Professor Harris on my way to earning a Master’s degree in Communication, but I did learn a little about descriptive linguistics which analyzed human language in terms of phonetics, morphology, syntax, grammar, and semantics. Here, I can quickly rattle off some of that arcane knowledge that I acquired. Respectively, phonetics refers to the distinctive sounds of the language, and morphology refers to the set of words and word fragments that native speakers of the language use in their speech. Syntax and grammar refer to the rules that native speakers use to organize morphemes and words into longer utterances, such as noun phrases, verb predicates, and sentences. Finally, semantics is the study of the meaning of those words and sentences. Those are the topics introduced in Linguistics 101. To me, semantics — the study of meaning — is the ultimate goal of language studies of this sort, but that turns out not to be the class. Semantics — or the Continental version of which is known as semiotics — turns out to be the topic that is least suited to systemic analysis by academicians. The engineering technique used in the massive data mining of available language artifacts that is used in generative AI to create Large Language Models (LLMs) may, counter-intuitively, prove to be a better approach to understanding meaning in human communication. Because, as Alice famously spars with Humpty Dumpty in Through the Looking Glass:

Chomsky is not very interested in the descriptive school of linguistics that is rooted in anthropological field studies of diverse human cultures. What he is interested in instead is a more philosophical concern, namely, what our understanding of human language — language as thought — can tell us about the nature and shape of human mental processes. He is working within a distinct philosophical position charted in the 20th century that grappled with language as evidence for the mental processes associated with its use, Language and Thought, intertwined.

One of prominent critics of this approach was the Austrian-born philosopher Ludwig Wittgenstein who made language a centerpiece of his thought, too, but in a distinctly negative way. In the dense and impenetrable Tractatus Logico-Philosophicus, the major work of Philosophy that Wittgenstein wrote while he served in the Austria-Hungary army during World War I that was published soon afterwards in 1921, he grapples with the human languages that philosophers have no other recourse but to rely on to frame their arguments. The Tractatus elucidates a series of logical propositions, beginning with the statement “The world is all that is the case.” It gets murkier and murkier after that. The Tractatus ends abruptly with Wittgenstein’s 7th proposition, which is “Whereof one cannot speak, thereof one must be silent.” (Wittgenstein, 2023)

In the Tractatus and in his later works, Wittgenstein seems to be saying that much philosophizing occurs about human affairs that is well-nigh impossible to express due to the imprecision of human language. For examples, consider all the different ways we use the word “nature” in American English discourse. There is, of course, Nature, which is flowers, bees, birds, bears, forests, streams, rivers, and fish. Then there is Human Nature, whatever you think that might be. How about feeling like a Natural Woman (or Man)? Wittgenstein’s point is that when you philosophize about human nature and the nature of man and the nature of mankind’s relationship to the cosmos, there are boatloads of assumptions about what those words mean that are ill-defined, and, worse, inconsistent among speakers and listeners. Philosophy not rooted in mathematical logic cannot be trusted — Wittgenstein disparages it as “language games” that resist definitive resolution, reducing much of Western thought over more than two millenniums to petty arguments over semantics. Later in life, Wittgenstein may have walked some of this extreme stance back — not much about the man’s published works can be interpreted with certainty. But he did argue consistently that no subjective reporting on the inner workings of our own thought processes can rise to the status of scientific explanation that can be either verified or falsified. (On that note, I suppose I should mention that he didn’t much care for his countryman Karl Popper either. At a cocktail party in Cambridge where he met Popper for the first time, Wittgenstein is reputed to have threatened his fellow Viennese ex-pat with a formidable iron poker from the meeting room’s fireplace hearth on some philosophical point or other.)

For all the skepticism manifest in Wittgenstein’s philosophical investigations, he did succeed in raising the question about the nature of human language and its relationship to the Mind and to Thought. This is a good place to return to Noam Chomsky’s work and his speculations about the essence of human language because, undoubtedly, he was influenced by this philosophical position, sometimes known as logical positivism. First, Chomsky assumes a biological foundation to human language usage. If you believe the scientific argument that human beings evolved from other species of mammals on this planet, then the only reasonable stance on the origin of the human capability for speech is that it also evolved. For instance, human speech requires the ability to regulate and control our breathing in a fashion that every other mammalian species lacks. This physical attribute is coupled with the mental capacity to generate speech. The survival benefit for our species of having language to communicate with each other and coordinate our activities together in groups ought to be evident, too. Our history of successfully colonizing habitats that vary widely from our origins in tropical climates in Africa several hundred thousand years ago, (according to the fossil record), rests on our ability to communicate with our cohorts in the human groups we form.

Eric Lenneberg, a contemporary of Chomsky and an early influence on his thinking, tried to address this subject in his major work, The Biological Foundations of Language, published in 1967. (Chomsky contributed an appendix to the Lenneberg book that discussed the formal nature of languages, where he argues for a universal grammar (UG). (Lenneberg, 1967) I will discuss Chomsky’s principal contention later.) Lenneberg lays out a cogent and clear case that language usage in humans is an innate trait with a biological origin. First, language usage is universal across every known human society, so it is not just a culture-specific artifact. The specific language that a human society uses is a function of the culture, but all humans acquire and use language, other than exceptional individuals that, for example, suffer from specific brain traumas.

The case for its biological foundation is also based on the observation that language acquisition among all normal human beings follows a proscribed time schedule, namely, that it occurs during a so-called critical period in early childhood development. That there is a critical period in language acquisition corresponds to the commonplace observation that young children become fluent in the language of the community within which they are raised without much fuss. Most older children and adults, however, struggle to acquire fluency in a 2nd or “foreign” language, where we are prone to making childish mistakes in both pronunciation (e.g., speaking with a noticeable “foreign” accent) and grammar. Linguists that have studied childhood language acquisition remark that once the critical period (roughly up until about 5 years old) has elapsed, the ability to acquire fluency in a new language is not like a binary, on/off switch. The facility appears to fade over time, eventually flattening out to a low level during adolescence and beyond.

The universality of the trait and its association with a specific period of time during early childhood development in which it manifests itself is powerful evidence the trait is biologically determined. The human ability to recognize the speech acts of fellow humans and interpret their meaning is fundamental to living amongst other human beings in social groups. Being able to formulate speech acts and issue them appropriately is also a key component of living peaceably alongside and in close quarters with other members of our species. If you have ever been in a foreign country and were surrounded by people who don’t speak your language, you know what an unpleasant, disorienting experience it is to not understand them and how frustrating it can be to be unable to communicate with them using your native language. (Here’s a hint: speaking in a slower mode and/or louder tone probably will not help.)

Homo sapiens have both a vocal apparatus and the mental facility that underpin our splendid ability for speech communication. At some time in our prehistory, these two fundamental capabilities came together, and the combination proved advantageous. Human groups were able to leverage their unique language facility to achieve stunning reproductive success. That is roughly the case for its biological origin. But that is pretty much all we can say with assurance about the evolution of human language due to lack of evidence. The soft tissue of the esophagus that is used in vocalization does not fossilize. Nor do the speech acts of those protean human groups survive. There is no evidence that can shed light on what those human groups that painted on the walls of their cave dwellings 40,000 years ago might have said to each other, once the paint dried. And there never will be. (Speculation about what language our cavemen ancestors remains a fertile topic in our humor, however.) A few early artifacts of human culture were preserved, but none of them provide any real clue as to what language our ancestors spoke or how they vocalized.

Until the advent of writing, there is simply no historical record of human language usage. Our history begins with the written artifacts that did survive; thousands of years of homo sapiens colonizing the globe all comprise our prehistoric years. In addition, until the advent of phonetic alphabets, all earlier writing fragments that survive can’t provide any clue as to what the underlying speech sounded like. (Note that many of the oldest scraps of the cuneiform clay tablets that survive appear to be business accounting and tax records.)

Let’s look next at Chomsky’s thoughts on Language and Mind that arise from his stance that assumes a biological basis for its acquisition, usage and understanding. Chomsky believes strongly that we have a biologically determined capacity for language. Furthermore, he believes that human mental capacity is structured in a way that shapes the structure of the language that we learn to use. He believes those innate language usage structures are universal, just as our capacity for language acquisition is. He adopts the nomenclature of formal linguistics to describe these innate mental capabilities as elements of grammar, formal rules that we learn to apply to construct words, phrases and sentences. He calls those innate mental capabilities that enable us to learn and apply grammatical rules in shaping our speech Universal Grammer (UG).

Chomsky began to expound on this idea of Universal Grammer in the 1950s. As the Tom Wolfe quotation I cited earlier stated, Chomsky staked out a position far afield from the main American school of descriptive linguistics that wanted to catalog the great range and variation they found among different human groups that used many different languages. The scholars engaged in that quest wanted to understand the full range and variation before jumping to premature conclusions about what aspects of language were universal. Chomsky did not accept this modest constraint. He identified an aspect of all known human languages that was universal, which is its creative aspect. Furthermore, Chomsky argues that our facility with language extends beyond any of our early childhood experiences in learning to use language to communicate with others. From experience, we do hone our ability to fashion and utter sentences that we have heard others using. However, our language facility is not limited to being a copycat. It is a generative facility. The grammar that he believes we learn to use that is innate is a generative one — we have the ability to construct meaningful sentences that we have never heard spoken before. Chomsky thinks this “creative” ability is an essential aspect of the human capacity for language, and, in contemplating how our languages work, we are inquiring into an essential fact of being human and living in human groups.

In the next chapter, we will look at how Chomsky developed his ideas about Universal Grammar in opposition to the two main schools of thought on the nature of human language that he encountered when he began to study Linguistics in college. The first approach that had gained popularity during Chomsky’s student days was one based on the mathematical Information Theory that modeled human language as a stochastic process. I will dive deeper into Information Theory in the next section and show how Chomsky’s doubt about the salience of that approach to human language led him to create an alternative mathematical model of language that was a singular breakthrough, especially influential in the nascent field of computer programming languages. The mathematical models for language that Chomsky worked to develop also have implications for the kinds of mental reasoning powers that understanding human language requires, as I will explain further down the line.

The second approach that Chomsky criticized postulated that learning a language was the product solely of our experience in hearing other humans use language that children then internalize and learn to parrot back. In Chomsky’s day, this was a position championed by behavioral psychologists like B. F. Skinner, but it has echoes of the 17th century philosopher John Locke who argued that the human mind is initially a blank slate (in Latin, a tabula rasa). (Locke, 1690) The extreme position Locke argued for (Hawkins, 2021) is that we are wholly shaped by our sensory experiences. The neuroscientist, Jeff Hawkins, expresses a modern view of Locke’s tabula rasa in light of what we know today about the way the part of the human brain that is responsible for language, the neocortex, functions:

When you are born, your neocortex knows almost nothing. It doesn’t know any words, what buildings are like, or what a door is and how it moves on hinges. It has to learn countless things. The overall structure of the neocortex is not random. Its size, the number of regions it has, and how they are connected together is largely determined by our genes. For example, genes determine what parts of the neocortex are connected to the eyes, what parts are connected to the ears, and how those parts connect to each other. Therefore, we can say that the neocortex is structured at birth to see, hear and even learn language. But it is also true that the neocortex doesn’t know what it will see, what it will hear, and what specific languages it might learn. We can think of the neocortex as starting life having some built-in assumptions about the world but knowing nothing in particular. Through experience, it learns a rich and complicated model of the world. (Hawkins, 2021)

The empiricist position for the line between nature and nurture is less sharp these days, but the division remains. Chomsky doesn’t deny the role of our experiences in the world in shaping our outlook. He just doesn’t think experience alone is sufficient to account for our expansive facility with language. He argues eloquently that the simple Stimulus/Response (S/R) mechanism in reinforcement learning, as detailed in behavioral psychology by Skinner, cannot fully account for the flexible language performances that competent speakers of a language exhibit. In a memorable phrase, Chomsky cites the “poverty” of the childhood learning experience, compared to the expansive capability that native speakers of a language demonstrate in being able to generate novel sentences. His position doesn’t deny that the trial-and-error training experience that young children undergo is important. He believes, however, that what is being shaped by experience is our innate ability to utilize a Universal Grammar facility. My view is that Chomsky may underestimate the range of language training experience that young children undergo, but that he is probably correct that the “organ” that is being trained is an inner mental model that molds the language we learn to use with fluency.

Returning to Tom Wolfe’s snazzy Harper’s article for his last word on the subject, Wolfe sneers at Chomsky’s caution in describing precisely how and why human language developed to the point where a writer like Wolfe could use it with such consummate skill:

In three decades nobody had turned up any hard evidence to support Chomsky’s conviction that every person is born with an innate, gene-driven power of speech with the motor running. But so what? Chomsky had made the most ambitious attempt since Aristotle’s in 350 b.c. to explain what exactly language is. And no one else in human history had come even close.
