IETM Levels and Standards: Comparing JSG 0852 and S1000D
When defence organizations talk about technical documentation, two terms come up repeatedly: IETM and the standards that govern them JSG 0852 in India, and S1000D internationally. Understanding how these fit together is essential for anyone working on defence procurement, OEM compliance, or technical documentation delivery.

What exactly is an IETM?
An Interactive Electronic Technical Manual is not a static file format it’s a software system, usually database-driven, designed to present maintenance, operational, and troubleshooting content in a way that’s searchable and cross-linked. Rather than distributing thousands of printed pages per subsystem, an IETM consolidates that content into a navigable digital environment, often accessed through dedicated systems, tablets, or embedded devices in the field.
The five levels of IETM complexity
IETMs are generally classified by complexity and delivery method:
- Level 1: Basic PDF files largely obsolete as a standalone deliverable today.
- Level 2: Indexed PDFs also rarely used as a primary format now.
- Level 3: HTML-based indexed manuals, suitable for documentation sets in the 3,000 to 4,000 pages range.
- Level 4: Full database backed systems (SQL/CSDB), required once page counts exceed roughly 25,000, offering hierarchical organization, content management, and user administration.
- Level 5: The most advanced tier, adding intelligent search capabilities and user activity tracking on top of Level 4’s database foundation.
The right level depends almost entirely on documentation volume and how many subsystems and OEMs are contributing content.
JSG 0852: the Indian defence standard
JSG 0852:2001 is the standard that governs IETM development for Indian defence applications. It has been in active use across the Indian Army, Navy, and Air Force since as early as 2013, guiding how OEMs and vendors structure documentation for delivery to defence agencies and their approved system integrators.
S1000D: the international counterpart
S1000D serves a similar function on a global scale, originally developed for aerospace and defence documentation and now used widely across international programs. Under S1000D, content is broken into standardized “data modules” discrete units of information that can be authored independently and then assembled into a complete manual.

Why the CSDB server matters more than the standard itself
Here’s a detail that often gets overlooked: the real value of S1000D (or JSG 0852 based systems at scale) depends heavily on infrastructure, not just the standard. When a defence branch works with 20 to 50 different OEMs, each supplying data modules for their portion of a system, those modules need to be hosted somewhere central a Common Source DataBase (CSDB) server. If the receiving organization operates a CSDB server, all the OEM supplied content can be unified, monitored, and managed with consistent user access controls. Without a CSDB server in place, the same S1000D content can still be viewed, but only in a standalone mode closer in practical function to a Level 3 HTML viewer, without the centralized management benefits the standard is designed to enable.
This is a critical consideration for OEMs: if a defence client requests S1000D deliverables, the OEM should also confirm whether a CSDB server exists or is planned. Otherwise, the investment in full standards compliance may not translate into the operational advantages it’s meant to deliver.
Practical takeaway
For organizations evaluating documentation strategy, the choice isn’t simply “PDF versus IETM” or even “JSG 0852 versus S1000D.” It’s a broader infrastructure decision: how many pages of content exist, how many OEMs are involved, and whether a CSDB hosting environment is available or planned. Getting this right from the outset rather than retrofitting it later determines whether an Interactive Electronic Technical Manual investment delivers its full intended value across the decades long lifecycle typical of major defence platforms.
