A proposed electoral system designed to combine the strongest features of STV and MMP, while correcting known weaknesses in both.
In the 2024 UK general election, the Labour Party won 63% of seats on 33.7% of the vote. Reform UK won over 4 million votes and a handful of seats. Across the country, 58% of voters backed a candidate who did not win — meaning their vote contributed nothing to the outcome.
This is not a one-off anomaly. It is what First Past the Post (FPTP) does, election after election, in every country that uses it.
The alternative — Proportional Representation (PR) — is not one system but a family of systems, each with different strengths and weaknesses. After working through the evidence in detail (Gallagher Index disproportionality scores, voter turnout data, and the practical experience of Germany, Ireland, the Netherlands, New Zealand, Israel, and Spain), a clear hierarchy emerges:
Mixed Member Proportional (MMP) > Single Transferable Vote (STV) > First Past the Post
But neither MMP nor STV is perfect. This piece introduces a new system — the Weighted Transferable Vote (WTV) — designed to take the best of both and fix what each gets wrong.
Why Neither Existing System Is Good Enough
STV (used in Ireland) lets voters rank individual candidates rather than just parties, which is genuinely valuable — voters can choose between candidates of the same party, or support an independent, without their vote being wasted. But STV’s proportionality depends entirely on constituency size: with only 3–5 seats per constituency, a party needs 17–25% of the local vote just to win a single seat. National proportionality is never guaranteed.
MMP (used in Germany and New Zealand) solves this with a national “top-up” of list seats that corrects the constituency results, achieving near-perfect proportionality. But the constituency element uses ordinary FPTP — meaning voters choosing their local MP are back to a single cross on a ballot, with no choice between candidates of the same party. And the top-up seats come from closed party lists, handing significant power to party machines over who actually enters parliament.
The WTV Proposal
WTV combines both mechanisms:
1. STV constituencies. Voters rank individual candidates locally, exactly as in Ireland — preserving genuine voter choice and a strong constituency link.
2. A separate, explicit party vote. Alongside the ranked local ballot, voters cast a second vote for their preferred party nationally — cleanly separating “who do I want representing my area?” from “what balance of parties do I want in parliament?”
3. A national proportional top-up. The party vote is used to allocate additional seats, correcting any residual disproportionality from the STV results, so the overall outcome matches national vote shares as closely as mathematically possible.
4. A corrected, dynamic vote quota. STV’s standard “Droop quota” — the minimum votes needed to win a seat — is currently calculated once at the start of counting in most implementations (including Ireland’s). WTV recalculates it at each stage, fixing a long-standing technical flaw that means some candidates are currently elected with a weaker mandate than others, purely as an artefact of how votes happen to exhaust during counting.
5. A 5% threshold, with an exemption. Following Germany’s well-evidenced approach, a 5% national threshold prevents excessive fragmentation. But an Involuntary Characteristic Exemption protects parties representing groups defined by characteristics beyond individual control — ethnicity, disability, sexual orientation, gender identity, national minority status — from being excluded by the threshold, provided they can win at least one seat’s worth of votes. This generalises a principle that already exists in a narrow form in Germany, where the Danish minority party is exempted from the threshold under a 1955 treaty.
Why This Matters
Every existing seat-allocation formula and disproportionality measure embeds a value judgement about fairness — usually without acknowledging it. WTV is designed to make these judgements explicit, and to build in a mechanism for reviewing them over time as political culture evolves, rather than freezing one generation’s assumptions into permanent electoral law.
An Invitation to Scrutinise
This is a new proposal, not a tested one. It has not been used anywhere, and there will be practical objections that existing systems have never had to face. That is exactly why it is being published here, rather than kept private — to invite genuine critique from anyone with expertise in electoral systems, political science, or constitutional law.
