Those three data points describe the same structural problem. Standard demand gen is optimized for engagement behavior: form fills, email responses, ad clicks. Economic buyers do not engage with those channels at the same rate as individual contributors. The contacts that surface through standard demand gen are systematically skewed toward the segment of the buying committee most responsive to those channels not toward the segment that approves the deal.

Why the Role Mix Matters

Forrester’s B2B Buying Study puts stakeholder counts at 14 to 23 for large technology deals above $1 million in contract value. Those stakeholders span four core roles: champion (internal advocate, typically Director level), economic buyer (budget authority, typically VP or CMO), technical evaluator (Marketing Ops or equivalent), and procurement (finalizes vendor process).

A program that reaches individual contributors at 78% of its contact volume is reaching one segment of the buying committee at high volume and the remaining three segments at low or zero. When pipeline conversion depends on multi-stakeholder alignment, and the data confirms it does, engaging three or more committee members drives materially higher conversion. The contact mix drives the outcome.

The account list in most underperforming programs is correct. The contact model within those accounts is not built for the deal’s buying committee requirements.

This is the Role Targeting Gap: the distance between the seniority and function mix of contacts a program reaches and the seniority and function mix required for a deal to progress. Programs that close this gap do not necessarily generate more contacts. They generate a different mix of contacts at the same accounts different roles, reached through different channels.

The gap is most visible at the handoff between marketing and sales. Marketing delivers contacts that score as MQLs. Sales works those contacts and finds they cannot move budget. The conversion from MQL to pipeline stays low. Both teams end up describing the same root cause without naming it: the contacts are at the wrong role level.

What Role-targeted Demand Gen Looks Like

Role-targeted demand gen starts with ICP redefinition. Company fit industry, size, geography defines the right accounts. Role and function define the right contacts within those accounts. A program targeting VP Marketing and CMO level at 200 to 2,000-employee SaaS companies reaches a different audience than a program targeting “marketing professionals” at the same companies. The account is identical. The contact is materially different in what they can decide, what they need to hear, and where they pay attention.

The channel and content architecture shifts accordingly. Economic buyers engage with third-party editorial content, not vendor-gated assets. A VP of Marketing is more likely to encounter and trust content that appears in an industry publication they already read than content delivered through a vendor nurture sequence.

Third-party editorial distribution reaches Director+ audiences at meaningfully higher rates than vendor-owned channels. Peer-level outreach from senior practitioners reaches VP+ contacts at higher rates than SDR sequences designed for volume.

The asset type changes too. Champions download tactical implementation guides. Economic buyers engage with business case content and peer-referenced perspectives on program outcomes. Technical evaluators need integration and operational documentation. Procurement needs SLA clarity and process documentation. A single gated whitepaper cannot serve all four roles.

The Sourcing and Sequencing Change

Contact sourcing criteria must include role and function as required fields, not preference filters. Accounts without verified economic buyer contacts VP Marketing or CMO level are held at the sourcing stage until those contacts are identified. Running outreach to a champion without a parallel thread to the economic buyer creates a deal dependency on a single relationship that may not be able to approve budget.

Sequencing runs parallel threads. The champion thread and the economic buyer thread operate independently, with content and outreach designed for each role. Progress on the champion thread does not substitute for progress on the economic buyer thread. Both must advance before the account is classified as pipeline-ready.

The qualification threshold changes. An account is not pipeline-qualified on champion engagement alone. The transition from a volume-optimized program to a role-targeted program creates a short-term dip in raw contact volume. The program is sourcing harder-to-reach contacts and using channels with lower raw response rates. That dip is expected. The programs that hold the model through the adjustment period show pipeline improvement within two quarters.

The Sales Handoff That Role Targeting Enables

The role targeting gap is most visible at the point where marketing delivers pipeline to sales.

When individual contributors make up the majority of MQL volume, the sales conversation typically reaches someone who has engaged with the program but cannot authorize a purchase. The rep has a reasonable first call. The contact says they will pass it along to their manager. The manager the economic buyer has no prior relationship with the vendor. The deal stalls because the buying committee relationship starts at the wrong level.

When a role-targeted program delivers contacts to sales, the handoff is different in kind. Sales receives accounts where the champion is identified and in the sequence, the economic buyer has been reached through the editorial track and has engaged with business-case content, and Marketing Ops has received operational detail relevant to their evaluation. Sales enters the account knowing who the buyers are and what they have already engaged with.

The economic buyer conversation begins with prior context rather than a cold introduction. That difference in the starting condition of the sales conversation is what role targeting produces.

What Changes at the Program Level

The specific operational changes: Sourcing criteria add role and function as required fields; content tracks are built per buying committee role rather than per persona; outreach sequences run parallel to champion and economic buyer simultaneously; the primary program metric shifts from contacts generated to buying committee coverage ratio; pipeline qualification requires coverage threshold rather than MQL score from a single contact.

Programs that generate 340 contacts at 78% individual contributors and report green on MQLs while pipeline stays flat are measuring the wrong variable. Coverage ratio is the variable that predicts pipeline. The programs that measure it and redesign around it are the programs that convert demand gen investment into revenue.

The Diagnostic Before the Redesign

Before rebuilding a program around role targeting, the diagnostic step identifies the scale of the gap and where it is most acute.

Pull the contact database for the current program. Segment contacts by seniority and function. Calculate what % of contacts are at Director level or above across all accounts. Calculate what % of target accounts have at least one verified VP Marketing or CMO-level contact in the program.

If individual contributors represent more than 60% of the contact mix, the program is optimized for the researcher segment of the buying committee. If fewer than 40% of target accounts have a verified economic buyer contact in the program, the economic buyer is effectively invisible across the majority of target accounts.

The second diagnostic targets accounts where pipeline has stalled. For each account where a deal is in discussion but not advancing, check whether the economic buyer is in the program. In most stalled-deal accounts, the champion is engaged and the economic buyer has no relationship with the vendor. Both diagnostics surface the same underlying condition: the contact model was built for engagement volume rather than buying committee coverage.
