Iran’s modern transformation can be understood through three interconnected layers: Civilizational Identity — the historical and cultural foundations of who we are; Modernization — the technological, industrial, scientific, and institutional hardware we build; and Modernity — the intellectual operating system through which we determine how that hardware should be governed and used. The unfinished challenge is to integrate all three into a coherent Iranian modernity.
A civilization can build factories, universities, highways, airports, power plants, telecommunications networks, scientific laboratories, and sophisticated military systems — and still face a fundamental question:
What makes the civilization itself modern?
This question requires us to distinguish between two concepts that are often treated as synonymous:
Modernization and Modernity.
They are not the same.
Modernization transforms the material, technological, economic, social, and institutional structures of a society.
Modernity transforms the intellectual operating system through which that society understands knowledge, authority, the individual, freedom, truth, legitimacy, progress, and the future.
A useful metaphor is therefore:
Modernization is the Hardware. Modernity is the Operating System.
And a civilization needs both.
This distinction becomes particularly revealing when we examine Iran during the twentieth century — and especially the extraordinary transformations of the 1960s and 1970s.
Iran was not undergoing one transformation.
It was undergoing several transformations simultaneously.
It was modernizing technologically.
It was becoming increasingly connected to the West.
It was attempting to revive an Iranian national identity rooted partly in its pre-Islamic past.
It was confronting resistance from the Shiʿite clerical establishment.
And all of this was occurring within the global ideological struggle of the Cold War, when Marxism, socialism, revolutionary nationalism, anti-imperialism, Palestine, Vietnam, and competing visions of political modernity were reshaping the imagination of young people throughout the world.
By the 1970s, therefore, Iran was confronting a much deeper question than:
How do we modernize?
The question was becoming:
What kind of civilization are we becoming?
I. Modernization: Building the Hardware
Modernization is relatively easy to recognize.
It produces visible things:
Factories.
Railways.
Universities.
Hospitals.
Power plants.
Airports.
Telecommunications.
Modern armies.
Scientific laboratories.
Industrial production.
Urban infrastructure.
Computers.
Modern transportation.
These are the hardware of civilization.
The Pahlavi period witnessed an extraordinary expansion of this hardware.
The foundations of a centralized modern Iranian state were constructed under Reza Shah, while Mohammad Reza Shah dramatically expanded economic development, education, industrialization, infrastructure, and scientific and technological capacity.
Higher education expanded significantly during the Pahlavi period, and the state increasingly emphasized technical and scientific education as part of its modernization strategy.
Iran was building.
Iran was industrializing.
Iran was urbanizing.
Iran was educating a new generation.
Iran was acquiring advanced technology.
In our metaphor:
Iran was upgrading its hardware.
But eventually every sufficiently complex machine encounters another problem.
The hardware is not enough.
II. Modernity: The Operating System
A computer’s hardware does not determine what the computer ultimately does.
The processor, memory, storage, networking, and display provide capabilities.
The operating system organizes those capabilities.
It determines how resources are managed, how applications interact, how errors are handled, how commands are processed, and how the system relates to its environment.
Civilizations are not computers, of course.
But the metaphor is remarkably useful.
A civilization also possesses an underlying intellectual architecture.
It contains assumptions about:
What is true?
How do we know what is true?
Who has authority?
Why should authority be obeyed?
What is the individual?
What is freedom?
What is justice?
What makes political power legitimate?
What is the purpose of education?
What is the relationship between science and society?
What is the future?
These are questions of the civilization’s operating system.
And this is what we mean by Modernity.
Modernity is therefore not simply technology.
It is not simply economic growth.
It is not simply urbanization.
It is not simply Western clothing, automobiles, skyscrapers, or consumer goods.
Modernity involves a transformation in the way a civilization thinks.
III. Modernization Is Not Modernity
This distinction is crucial.
A society can possess advanced technology without possessing every characteristic associated with modernity.
A country can have:
- universities,
- computers,
- satellites,
- nuclear technology,
- advanced medicine,
- artificial intelligence,
while maintaining deeply traditional conceptions of:
- authority,
- truth,
- political legitimacy,
- individual responsibility,
- social hierarchy,
- intellectual conformity.
Therefore:
Technological modernization does not automatically produce intellectual modernity.
The hardware can be modern while the operating system remains old.
And the reverse is also possible.
A society can develop sophisticated philosophical and intellectual ideas without possessing the technological and institutional infrastructure necessary to implement them.
Thus:
Modernization without modernity is like upgrading the hardware while continuing to run an obsolete operating system.
And:
Modernity without modernization is like installing a sophisticated operating system on inadequate hardware.
A functioning modern civilization needs both.
IV. Europe: The Transformation of the Operating System
Europe provides an important historical example.
European modernity did not suddenly appear with the Industrial Revolution.
The Industrial Revolution was primarily a transformation of hardware:
machines,
factories,
energy,
transportation,
industrial production,
urbanization,
and mass production.
But this transformation was preceded and accompanied by centuries of intellectual change.
The Renaissance transformed European relationships with classical learning, humanism, art, and the human individual.
The Reformation challenged established structures of religious authority and transformed relationships among scripture, conscience, institutional authority, and individual belief.
The Scientific Revolution transformed the methods through which Europeans investigated nature.
The Enlightenment elevated reason, criticism, individual rights, and the possibility of consciously redesigning political and social institutions.
The Industrial Revolution then transformed the physical and economic world on an unprecedented scale.
This was not a simple, linear sequence, and European modernity cannot be reduced to a handful of events.
But the broader pattern is important:
Europe experienced profound transformations in its intellectual operating system before and alongside the extraordinary acceleration of its technological and industrial modernization.
Europe was not merely acquiring new machines.
It was developing new ways of thinking about:
human beings
nature
knowledge
authority
society
and
the future.
V. Iran Encounters Modernity
Iran entered the modern world through a very different historical pathway.
Iran did not experience a European Renaissance.
It did not experience a Protestant Reformation.
It did not experience a European Enlightenment.
It did not experience an Industrial Revolution on the European model.
Instead, Iran encountered an increasingly powerful modern Europe from outside.
European military power, technology, economic organization, political institutions, and scientific achievements created an enormous challenge.
Iran therefore faced a dilemma:
How can an ancient civilization enter the modern world without losing itself?
This question became increasingly urgent during the nineteenth and twentieth centuries.
By the twentieth century, modernization was no longer simply desirable.
It was increasingly perceived as necessary for national survival.
But modernization brought another problem.
If Iran imported Western technology, institutions, education, consumer goods, and lifestyles, would it eventually become culturally Western?
This was the beginning of the deeper Modernization–Westernization Problem.
VI. Modernization and Westernization Are Not the Same
These two concepts must be separated.
Modernization
means developing the capacities associated with modern economic, scientific, technological, social, and institutional life.
Westernization
means adopting cultural, intellectual, institutional, and lifestyle patterns originating in Western societies.
They can overlap.
But they are not synonymous.
Japan provides a powerful historical example: it modernized rapidly while retaining a strong sense of Japanese civilizational identity.
Therefore:
Modernization does not logically require cultural Westernization.
This distinction becomes essential when we examine Iran.
Iran wanted the power of modern civilization.
But many Iranians did not necessarily want to become culturally Western.
That tension would become one of the defining intellectual problems of twentieth-century Iran.
VII. Jalal Al-e Ahmad and the Warning of Gharbzadegi
One of the most influential Iranian intellectual responses to this problem came from Jalal Al-e Ahmad.
His famous Gharbzadegi — variously translated as Westoxification, Weststruckness, or Occidentosis — was published in 1962.
It therefore predates the major events of the 1970s.
That chronology matters.
Al-e Ahmad was not reacting to the 1974 Imperial Iranian Academy of Philosophy.
Rather, his critique can be understood as an early warning about the cultural and intellectual consequences of the modernization process that would become even more intense during the following decade.
He criticized Iran’s dependence upon Western technology, products, models, and cultural criteria and warned that imitation of the West could threaten Iranian cultural identity.
His argument was more complicated than a simple rejection of technology.
Indeed, one of the paradoxes of Gharbzadegi is that Al-e Ahmad wanted Iran to gain control over the machine rather than remain merely a consumer of Western technology.
This makes his critique especially relevant to our hardware metaphor.
Al-e Ahmad was essentially asking:
What happens when a civilization acquires someone else’s hardware without developing the intellectual independence necessary to control it?
The language was different.
The historical context was different.
But the underlying question is remarkably close to our own:
Who controls the operating system?
VIII. The 1970s: Iran Changes at Multiple Levels
By the early 1970s, Iran was changing at extraordinary speed.
But these changes were not occurring on a single level.
They were happening simultaneously on at least five levels.
1. Geopolitical transformation
Iran was becoming increasingly important within the American-led regional security architecture while maintaining its own national ambitions and relationships with other powers.
2. Material modernization
Iran was rapidly developing:
industry
infrastructure
universities
science
technology
urbanization
energy
communications
and
military capability.
3. Western cultural influence
Iranian society was increasingly exposed to Western consumer culture, lifestyles, education, architecture, entertainment, and social norms.
4. Iranian national revival
The Pahlavi state increasingly emphasized Iran’s ancient historical identity and pre-Islamic heritage.
5. Cold War ideological competition
Marxism, socialism, revolutionary nationalism, anti-imperialism, Palestine, Vietnam, and Third World revolutionary movements offered alternative visions of the future.
These forces did not operate independently.
They collided.
IX. The Cold War: Competing Operating Systems
The Iranian transformation was taking place inside the global confrontation between the United States and the Soviet Union.
Iran was strategically important because of its geography, oil, proximity to the Soviet Union, and regional position.
The Cold War therefore became part of Iran’s domestic intellectual environment.
Communism and Marxism had a substantial history in Iran, particularly through the Tudeh Party.
By the early 1970s, the Tudeh Party was again becoming more active. After 1971, its transnational activities intensified, and it attracted new followers after a period of relative inactivity.
The young Iranian generation encountered a global revolutionary vocabulary:
Marx
Lenin
Mao
Che Guevara
Frantz Fanon
Palestine
Vietnam
Cuba
Algeria
and
Third World revolutionary movements.
The Palestinian struggle became particularly powerful as a symbol of anti-imperialism.
Yasser Arafat and the Palestine Liberation Organization became important reference points for many leftist and revolutionary movements.
The Vietnam War likewise became a global symbol of opposition to American power and intervention.
For many young Iranians, therefore, the political imagination was not limited to the Shah versus the clergy.
They were being presented with competing visions of the future:
capitalism
socialism
Marxism-Leninism
revolutionary nationalism
Islamism
Western liberalism
monarchy
traditionalism
and
anti-imperialism.
The problem of modernity had become geopolitical.
X. Iran Had Too Many Operating Systems
This may be one of the most important insights of this essay.
Iran’s problem was not necessarily that it had no operating system.
It had multiple competing operating systems.
The Pahlavi proposition
Modernization + monarchy + Iranian nationalism + Western alignment
The Marxist proposition
Revolution + class struggle + socialism + anti-imperialism
The Islamist proposition
Islamic identity + religious authority + revolutionary politics + opposition to Western domination
The Traditionalist proposition
Metaphysics + religious tradition + critique of secular modernity
The liberal proposition
constitutionalism + individual rights + political freedom + modern institutions
And underneath all of them was the unresolved question:
Could Iran create a modernity of its own?
XI. The Internal Transformation: Rediscovering Ancient Iran
At the same time, another transformation was taking place inside Iran itself.
The Pahlavi court increasingly promoted symbols of Iran’s pre-Islamic past.
Some of these initiatives were largely symbolic.
But symbols matter.
They communicate how a civilization understands itself.
The most spectacular example was the 1971 celebration of the 2,500th anniversary of the Persian monarchy, centered on Pasargadae and Persepolis.
The event deliberately connected the contemporary Iranian monarchy with the ancient Persian imperial past. The broader Pahlavi cultural program also included monuments and historical preservation projects intended to renew Iranian cultural identity.
The symbolism was unmistakable:
Cyrus
Achaemenid Iran
Persepolis
Persian imperial history
Iranian national continuity
were being placed at the center of the national narrative.
Then, in 1976, the government introduced the Shahanshahi calendar, changing the epoch of the official calendar from the Hijra to the accession of Cyrus the Great. The system remained official until 1978.
This was far more than a technical adjustment.
A calendar tells a civilization:
Where does our historical time begin?
Changing the calendar therefore carried a profound symbolic message:
Iran’s historical identity reaches back before Islam.
XII. Why This Was Difficult for the Clerical Establishment
The symbolic revival of pre-Islamic Iran could not easily be separated from the broader conflict between the Pahlavi state and the Shiʿite clerical establishment.
The issue was not simply whether Iranians could admire Cyrus.
The deeper question was:
What is the foundational identity of Iran?
Is Iran fundamentally:
an Islamic civilization?
Or:
an Iranian civilization that became Islamic?
Or:
both simultaneously?
The Pahlavi state’s increasing emphasis on pre-Islamic Iranian history challenged the dominance of a purely Islamic narrative of Iranian identity.
This was particularly sensitive because the clerical establishment was already in conflict with important elements of the Pahlavi modernization program.
The result was a growing civilizational tension:
Iranian nationalism versus religious authority.
But this should not be reduced to a simplistic conflict between “ancient Iran” and “Islam.”
Iran’s actual intellectual history is much more complicated.
Iranian civilization had absorbed, transformed, and contributed to Islamic intellectual traditions for more than a millennium.
The real question was therefore not:
Iran or Islam?
It was:
How should Iranian identity, Islamic heritage, and modernity be integrated?
That question remained unresolved.
XIII. The Cultural Crisis of Rapid Modernization
Now we can see the deeper paradox.
The Pahlavi state wanted Iran to become:
modern
industrial
scientific
technological
educated
prosperous
and
powerful.
But modernization itself transformed Iranian society.
It changed:
family life
urban culture
education
women’s roles
consumer behavior
architecture
fashion
entertainment
social mobility
and
generational relationships.
The more successful modernization became, the more rapidly Iranian society changed.
And the faster society changed, the more urgent the question of identity became.
Thus:
The faster Iran upgraded its hardware, the more urgently it needed to decide which operating system would govern the new civilization that the hardware was creating.
XIV. 1974: The Search for the Operating System
This brings us to the most intriguing institutional development of our story.
In September 1974, at the request of Empress Farah Pahlavi, Seyyed Hossein Nasr founded the Imperial Iranian Academy of Philosophy and became its director.
The Academy sought to promote Iranian intellectual and philosophical heritage from both Islamic and pre-Islamic periods and to foster comparative study of Eastern and Western philosophical traditions. It was also the first academic institution founded explicitly on principles associated with the Traditionalist School.
The significance of this institution becomes much greater when viewed against the background we have now reconstructed.
Iran had already spent decades building the hardware.
But by the 1970s, the deeper questions were becoming unavoidable:
What is modernity?
What is the relationship between science and civilization?
What is the place of Iranian philosophy in the modern world?
Can Iran modernize without becoming culturally Western?
Can Iran recover its intellectual heritage without rejecting modern science and technology?
How should Iranian and Islamic intellectual traditions relate to Western philosophy?
The Academy was therefore not simply another cultural institution.
It can be interpreted as an institutional expression of the deeper realization that modernization alone could not provide a complete philosophy of civilization.
We should be careful, however.
There is no evidence that the Shah explicitly formulated the problem in our modern metaphor:
“Iran has built the hardware and now needs the software.”
That is our analytical interpretation.
But the institutional development is real.
And the timing is extraordinary.
XV. Nasr and the Philosophical Operating System
Seyyed Hossein Nasr’s philosophical project was not simply an attempt to make Iran more modern.
Quite the opposite.
Nasr was deeply critical of important aspects of modern secular civilization and sought to recover traditional metaphysical wisdom.
The Academy therefore represented one possible response to the crisis of modernity:
Modern civilization must be confronted through the recovery of deeper philosophical and metaphysical traditions.
This is why the Academy cannot simply be equated with “Iranian modernity.”
It was a search for the foundations of civilization, but its answer was heavily influenced by Traditionalist philosophy.
That distinction is essential.
XVI. Henry Corbin and the Recovery of Iranian Philosophy
The Academy’s intellectual environment becomes even more fascinating when we consider Henry Corbin.
Corbin was a French philosopher and scholar who became one of the major interpreters of the Persian contribution to Islamic thought. He emphasized the importance of Persian philosophy, Shiʿite gnosis, Iranian spirituality, and the intellectual traditions of figures such as Suhrawardi and Mulla Sadra.
Corbin was closely associated with Nasr and continued visiting Iran at Nasr’s invitation after the Academy was established.
Corbin and Nasr also played an important role in developing the concept of the School of Isfahan, highlighting the philosophical and mystical flowering of Safavid Iran.
This was important for a civilization searching for its intellectual identity.
Iran was not merely being told:
“Become modern by copying Europe.”
Its own philosophical history was being brought back into the conversation.
But there was still a missing question:
How can this intellectual inheritance be translated into a modern philosophical operating system?
XVII. The Academy and the Unresolved Synthesis
The Academy did not solve this problem.
Nor should we pretend that it did.
Its intellectual orientation was strongly Traditionalist.
Its philosophical project emphasized metaphysics, tradition, Islamic philosophy, and the recovery of older intellectual resources.
That was one response to the crisis of modernity.
But another possibility remained unexplored:
Could Iran construct a modernity that was simultaneously Iranian, rational, scientific, technologically progressive, politically accountable, and future-oriented?
That question is different from simply recovering tradition.
It is also different from simply copying the West.
It is the question of civilizational synthesis.
XVIII. Three Layers of Civilization
At this point our hardware/software metaphor needs one additional layer.
A civilization has at least three levels.
1. Hardware — Modernization
Science
Technology
Industry
Infrastructure
Universities
Transportation
Communications
Military capability
Economic systems
2. Operating System — Modernity
Reason
Knowledge
Epistemic autonomy
Individual agency
Authority
Freedom
Accountability
Adaptability
Future orientation
Institutional self-correction
3. Core Architecture — Civilizational Identity
Historical memory
Language
Culture
Values
Symbols
Collective identity
Relationship with the past
This third layer is essential.
Before a civilization can determine what operating system it wants, it must confront another question:
Who are we?
This was precisely the question becoming increasingly visible in Iran during the 1970s.
XIX. Iran Was Trying to Change All Three Layers
This is perhaps why the period became so unstable.
Iran was simultaneously changing:
The Hardware
Through rapid modernization.
The Operating System
Through encounters with competing philosophies:
liberalism
Marxism
socialism
Islamism
traditionalism
nationalism
Western modernity
The Core Architecture
Through the increasingly visible revival of:
Cyrus
Persepolis
Achaemenid history
Persian national identity
pre-Islamic symbolism
All of this was occurring simultaneously.
And there was no universally accepted framework for integrating the three.
XX. Iran’s 1970s Were a Competition Among Visions of Modernity
This gives us a much more sophisticated interpretation of the late Pahlavi period.
The central conflict was not simply:
Modernity versus Tradition.
It was:
A competition among competing visions of modernity.
The Pahlavi state offered one vision.
The Marxists offered another.
The Islamists offered another.
The liberals offered another.
The traditionalists offered another.
The nationalists offered another.
And millions of ordinary Iranians were navigating among these competing visions while their material and social environment was changing at extraordinary speed.
The revolution of 1979 therefore cannot be understood adequately as the simple rejection of modernization.
It was also a struggle over which vision of Iran’s future would prevail.
XXI. The Unfinished Operating System
The 1979 Revolution interrupted the Pahlavi experiment.
The Imperial Iranian Academy of Philosophy was subsequently reorganized and renamed the Iranian Research Institute of Philosophy.
Whatever philosophical trajectory might have developed through the Academy was therefore interrupted by the revolutionary transformation of the Iranian state.
But the deeper question did not disappear.
It remains:
What should the operating system of a modern Iranian civilization be?
This is perhaps one of the most important questions in understanding Iran’s modern history.
Because Iran’s problem was not simply that it failed to modernize.
Iran modernized.
The deeper problem was that modernization transformed the country faster than a broadly accepted philosophical and constitutional framework could be developed to integrate the transformation.
XXII. Could Iran Develop an Indigenous Modernity?
This question takes us beyond the Pahlavi period.
European modernity is one historical realization of modernity.
It is not necessarily the only possible realization.
The Renaissance was European.
The Reformation was European.
The Enlightenment was European.
The Industrial Revolution was largely European.
But:
reason is not European.
scientific inquiry is not European.
human curiosity is not European.
the search for justice is not European.
individual agency is not European.
the capacity for institutional self-correction is not European.
These are potentially universal human capacities.
Therefore:
European modernity should not be confused with modernity itself.
This opens the possibility of something much more interesting:
An Indigenous Iranian Modernity
Not a return to the ancient world.
Not a rejection of Islam.
Not an imitation of Europe.
Not a rejection of science.
Not a rejection of technology.
But a deliberate attempt to translate the deepest resources of Iranian civilization into a modern intellectual framework.
XXIII. From Asha Toward a New Iranian Modernity
This is where the ancient Iranian concept of Asha becomes philosophically interesting.
Asha is associated with truth, order, rightness, and the proper ordering of existence.
We should not simply transplant an ancient religious concept into the twenty-first century as if nothing has changed.
The task would be translation.
What might an Iranian philosophy inspired by Asha contribute to modernity?
Perhaps:
Truth → Epistemology
Order → Systems and institutions
Right action → Ethics
Responsibility → Citizenship
Human agency → Political philosophy
Respect for existence → Ecological responsibility
Knowledge → Science
Creative intelligence → Technology
The purpose would not be to claim that modern science is “Zoroastrian.”
Nor would it be to pretend that ancient Iran already possessed modernity.
The purpose would be more ambitious:
Can an ancient civilizational resource be philosophically translated into a framework capable of engaging modern science, technology, freedom, and political life?
That is a legitimate question for a civilization.
XXIV. The Hardware Is Not Enough
The history of Iran’s modernization teaches us a broader lesson.
A civilization can acquire enormous technological capability and still struggle to determine what that capability means.
It can import:
machines
universities
industrial systems
technology
institutions
and
consumer goods.
But it cannot simply import its deepest answer to:
Who are we?
Nor can it indefinitely avoid the questions:
What do we believe?
What do we know?
What makes authority legitimate?
What is freedom?
What is justice?
What is the purpose of technology?
What kind of human being should our civilization produce?
These are questions of the operating system.
They are questions of modernity.
XXV. The Iranian Modernity Problem
Perhaps Iran’s modern history can therefore be understood as a prolonged struggle among three imperatives:
Modernize.
Iran needs the hardware of modern civilization.
Remain Iranian.
Iran needs a coherent civilizational identity.
Become modern.
Iran needs an intellectual operating system capable of governing its modern hardware.
The tragedy is that these three imperatives were never fully integrated.
Modernization advanced rapidly.
Iranian national identity was increasingly emphasized.
But the philosophical operating system remained contested.
And meanwhile, competing operating systems were being offered by:
Marxism
Islamism
Western liberalism
Traditionalism
nationalism
and
revolutionary ideology.
The result was a civilization experiencing extraordinary transformation without a sufficiently shared answer to the question:
What kind of modern Iran are we trying to create?
XXVI. 1974 as a Historical Marker
This is why 1974 deserves our attention.
The establishment of the Imperial Iranian Academy of Philosophy does not prove that the Shah consciously formulated our hardware/software distinction.
But it provides an important institutional marker.
Iran had spent decades asking:
How do we modernize?
By the 1970s, another question had become unavoidable:
What intellectual and philosophical foundations should govern the modern civilization we are building?
The Academy represented one serious attempt to address that question.
Its scholars looked toward:
Iranian philosophy
Islamic philosophy
comparative philosophy
metaphysics
Western philosophy
and
the recovery of Iranian intellectual traditions.
It was an attempt to think about the meaning of civilization, not merely its machinery.
But the experiment ended before the larger synthesis could be completed.
XXVII. The Question That Remains
Perhaps the deepest unfinished intellectual project of modern Iran is therefore not another modernization program.
Iran does not simply need more hardware.
It needs to determine what operating system should govern its hardware.
And that operating system cannot simply be copied from Europe.
Nor can it simply be recovered intact from antiquity.
It must be constructed through intellectual translation and synthesis.
Iran must be capable of looking backward without becoming trapped in the past — and looking forward without becoming a copy of someone else.
That means bringing into conversation:
Iranian civilizational memory
with
modern philosophy
science
technology
individual freedom
institutional accountability
critical reason
and
future-oriented thinking.
Perhaps the real challenge is therefore neither:
Westernization
nor
traditionalism.
It is:
Civilizational synthesis.
Conclusion: The Search for the Iranian Operating System
Iran’s twentieth-century experience reveals a problem that extends far beyond Iran.
Modernization can build extraordinary capabilities.
But capabilities alone do not provide purpose.
Technology can transform the world.
But it cannot tell us what kind of world we should create.
Science can expand knowledge.
But it cannot by itself determine the values through which knowledge should be used.
Economic development can produce wealth.
But it cannot by itself determine what constitutes a good society.
And modernization can transform a civilization’s external structures without necessarily transforming its internal intellectual architecture.
This is why the distinction between Modernization and Modernity matters.
Modernization builds the Hardware.
Modernity provides the Operating System.
Civilizational Identity provides the Core Architecture.
And Iran’s experience in the 1960s and 1970s demonstrates what happens when all three are transformed simultaneously without a sufficiently shared framework for integrating them.
Iran was modernizing.
Iran was Westernizing.
Iran was rediscovering its ancient identity.
Iran was confronting Islamic traditionalism.
Iran was confronting Marxism and revolutionary ideology.
Iran was operating inside the Cold War.
Iran was searching for philosophical foundations.
And in 1974, the creation of the Imperial Iranian Academy of Philosophy provided one remarkable institutional expression of that search.
But the question remained unanswered.
What should the operating system of a modern Iranian civilization be?
Perhaps that is the question that Iran has never fully resolved.
And perhaps it is the question that must eventually be answered.
Because:
The hardware can be imported.
The applications can be borrowed.
But the deepest operating system of a civilization must ultimately become its own.
