Systematic victim blaming

as i grow older i start to see this as common pattern

Someday ago i went to rent a bike i wasn’t skillful enough to ride.

i told the owner i’m not clever about it and he told me to leave but still holding my money and won’t give it back to me ,so i stayed on it then his sister came to me and said let me teach you but the owner wasn’t OK with he cursed at me and then he started to grab me from my hair so i started to attack back all of this while i just took couple of loop so afterwards i get kicked my belly so i went to cop to ask for help for this case

his first reaction was “Why you were there?” This is truly victim blaming because they want to steal my money from the start then secondly i didn’t know it will turn to be like this .

MY question to the whole world : who should i turn to when i’m in real trouble as female?
