What is MLI? Multilateral Agreement on Mutual Assistance in Tax Matters, abbreviated as MAL; or Multinational Agreement for Tax Administration, abbreviated as MTA. The Multilateral Convention on Implementation of Tax Treaties Related Measures to Avoid Base Erosion, sometimes also known as BEPS; Multilateral Agreement on Internal Tax Matters; or Multinational Agreement for Tax Planning and Compliance; and Multinational Agreement on Shared Accounting Principles, are a group of multilateral tax treaties that seek to improve and expand the tax base establishment and increase revenue collection.
Tax treaties may also be referred to as tax agreements; agreements between governments; and agreements between taxpayers and international tax jurisdictions. These are the types of agreements that help you meet the requirements for an international tax treaty with the government of a country.
As more countries become involved in the international trade of goods and services, they are bound by the agreements they have made with other countries such as the Multilateral Agreement on International Tax Affairs. These agreements have increased the flow of funds among countries and help them enforce their own laws on a regular basis.
This Multinational Agreement on Tax Administration, or MLI, was created by the Organization of Economic Cooperation and Development (OECD) and is currently administered by the Organisation for Economic Co-operation and Development (OECD). While this does not affect the rules of reciprocity, the Multinational Agreement is based upon a different set of rules which are not applicable to international tax treaties.
