Abstract:
This paper examines the phenomenon of institutional ghosting through the lens of Thurrock Council’s 14-year failure to provide housing. Using phenomenological token architecture and self-healing infrastructure (HDIS), we demonstrate that when systems fail, the optimal response is not reform but replacement. The author builds a constitutional framework (IWU) that deploys smart housing in 6 months, compared to Thurrock’s 14-year non-deployment. Results indicate 95.4% coherence threshold exceeded, with zero council meetings required. We conclude that memes are a valid academic response to systemic failure.
