The Data Problem at the Heart of Nature Finance

The ISSB just made a structural choice. Most companies aren’t ready for what comes next.

In March 2026, the International Sustainability Standards Board made a decision that didn’t generate the headlines it deserved. Rather than creating a standalone IFRS S3 standard for nature-related disclosures, the ISSB chose a different path: embed nature requirements directly into the existing IFRS S1 framework, with the Task Force on Nature-related Financial Disclosures (TNFD) as a reference backbone, SASB industry metrics as the primary measurement source, and a new exposure draft expected in October 2026.

On the surface, this looks like a standards technicality. It isn’t. It’s a signal about where the market is — and where it needs to go.

Why the ISSB Chose Integration Over Isolation

The decision not to build a standalone standard was not a retreat. Nearly 60% of institutional investors surveyed said nature should not be separated from climate. Around 80% of companies already reporting on nature had integrated it with their climate disclosures. A new, parallel disclosure mandate would have produced something the market already has too much of: compliance documentation without underlying data substance.

But the integration path has its own demands — and they are harder than they appear.

Unlike carbon, which can be modeled using global emission factors and normalized across industries, nature is inherently local. Biodiversity loss in one watershed is not interchangeable with freshwater depletion in another. Soil carbon in a regenerative farm in Hokkaido cannot be aggregated against industrial effluent in a Malaysian river basin. The ISSB recognized this explicitly: the new framework will require location-specific data for nature-related targets — land, freshwater, ocean, pollution — alongside their regulatory context.

This is not a reporting challenge. It is a data infrastructure challenge.

The Gap Between Disclosure Intent and Data Reality

There are currently 733 TNFD adopters representing $2.4 trillion in assets under management across 56 countries. That number will grow rapidly as the exposure draft lands in October and ISSB finalization follows in 2027. Every one of those institutions will eventually need to demonstrate that their portfolio companies’ nature-related disclosures are backed by primary, site-specific, independently verifiable data.

The current state of nature data is structurally unprepared for this. Most corporate environmental data today is self-reported, based on activity data and emission factors rather than direct measurement. For carbon, this shortfall is manageable — proxies are mature, methodology is established, and verification pathways exist. For water stress, biodiversity dependency, land use change, and industrial pollution, the proxies are thin, the methodologies are fragmented, and the verification infrastructure barely exists at scale.

When a company discloses freshwater consumption in its annual sustainability report, what is that disclosure actually backed by? In most cases: internal estimates, third-party databases that were not built for site-level precision, and a methodology that may or may not align with TNFD’s LEAP assessment framework. When an institutional investor runs a portfolio-level nature-risk screen, what primary data are they actually seeing? Usually, derived indicators — not first-party, auditable environmental measurement.

The ISSB’s decision to require location-specific nature targets starting with the first full year of IFRS S1 reporting exposure means that this gap is no longer abstract. It has a timeline.

What Structural Change Actually Looks Like

The interesting question is not whether companies will comply. Most will. The interesting question is what the compliance infrastructure will look like — and who builds it.

For decades, environmental disclosure was a reporting function. Teams assembled data from operations, applied methodology, and produced a document for a framework. The function lived inside sustainability departments, not inside data engineering or financial infrastructure teams.

That model is running out of road. When disclosure requirements demand site-level data, independently verifiable against a recognized methodology, updated on a cadence that institutional investors can use in portfolio analysis, the production of that data needs to look less like a reporting exercise and more like a data pipeline.

This is the structural shift that the ISSB decision accelerates. Environmental data needs to become an asset — measurable, auditable, interoperable across frameworks (TNFD, IFRS S1, ESRS, SASB), and deliverable through machine-readable interfaces that institutional analysis systems can actually consume.

The Platform Layer That Doesn’t Yet Exist at Scale

The infrastructure required to close this gap is identifiable: AI-driven primary measurement at the site level (satellite, sensor, computer vision), methodology frameworks that map to TNFD LEAP assessments and SASB industry standards simultaneously, independent verification pathways, and API delivery to institutional data systems. None of these components are exotic. What has been missing is their integration into a coherent data infrastructure platform — one that treats environmental measurement as production, not reporting.

The ISSB’s March decision sets the direction. The October 2026 exposure draft will define the requirements. By the time a final standard arrives in 2027, the companies and platforms that have built this infrastructure will be embedded in institutional workflows. Those that treated it as a compliance question will be scrambling.

The window is not years away. It is now.
