Bali Governor Wayan Koster outlined both the achievements and challenges of Bali’s tourism sector during the Bali Regional Development Coordination Meeting held at the Wiswa Sabha Utama Building, Bali Governor’s Office, Denpasar, on Monday (July 20).

Throughout 2025, total tourist visits to Bali reached 16.3 million, comprising 7.05 million foreign and approximately 9.3 million domestic tourists. This number is almost four times Bali’s population, which is around 4.5 million.

According to Koster, Bali remains the primary destination for foreign tourists in Indonesia, accounting for 45.8 per cent of total national visits.

The average expenditure of foreign tourists was recorded at US$1,522 per visit, bringing the estimated economic turnover of Bali’s tourism sector in 2025 to around Rp176 trillion, or nearly 50 percent of the national tourism sector’s total contribution.

This strong performance in the tourism sector has also driven positive economic achievements for Bali. Economic growth reached 5.82 percent, the poverty rate became the lowest in Indonesia at 3.42 percent, the unemployment rate was recorded at 1.45 percent, and the community’s per capita income continues to show an upward trend.

Nevertheless, Koster reminded attendees that the high level of tourism activity also brings various challenges that must be anticipated immediately.

Land conversion, increased waste volume, ecosystem disruption, threats to the availability of clean water, and traffic congestion have become issues requiring an integrated response.

“Our infrastructure and public services are not yet fully capable of keeping pace with the increase in activity. Congestion is a primary concern,” said Koster.

To address these challenges, the Bali Provincial Government has outlined several strategic steps.

The efforts being undertaken include strengthening source-based waste management at the household level, providing clean water in vulnerable areas such as Karangasem and Jembrana Regencies, developing gas-fired power plants to bolster energy resilience, encouraging the development of organic farming, and accelerating road infrastructure development to improve inter-regional connectivity.

In addition, the government is also promoting the development of maritime logistics routes through the Ketapang–Gilimanuk crossing to Karangasem.

This step is expected to reduce the burden on road traffic, which has historically been a primary cause of congestion, especially during peak tourist seasons and major religious holidays.

Koster emphasized that accelerating infrastructure development is a crucial prerequisite for maintaining both the competitiveness and sustainability of Bali’s tourism in the future.

“If congestion is not addressed immediately, Bali risks experiencing a decline in destination quality and tourism competitiveness. Therefore, increasing infrastructure capacity must be a priority so that tourism growth continues in harmony with environmental preservation and community welfare,” he stressed.
