I need international help for Neurological and Scientific Evaluation

I need international help, please. My name is Alexis Javier Levano Saire. I am Peruvian and I live in Lima, Peru.

For some time now, I have been experiencing very unusual perceptual and cognitive symptoms that are destroying my physical health, mental well-being, and daily life. I have gone to hospitals, police stations, DIVINCRI, and the prosecutor’s office seeking help, but nobody takes seriously what is happening to me.

A few days ago, I experienced a sensation similar to an electrical discharge inside my head. After that, I began to feel constant pain, vibrations throughout my body, and abnormal sensations in my head. I went to the emergency room and underwent a CT scan, but according to the doctor, they found nothing abnormal.

My symptoms continue to worsen every day. I feel vibrations in my organs and head. In addition, some of the symptoms I experience when walking outside are:

• When I look at objects, people, or logos, I immediately perceive auditory references related to what I am seeing. From a neuroscience perspective, this is associated with multisensory association processes and perceptual decoding between visual and auditory information. The brain areas involved include the occipital visual cortex, the superior temporal cortex, and sensory integration regions such as the angular gyrus and temporoparietal junction, structures involved in interpreting and associating external stimuli.

• When I think about moving a part of my body, I feel a perceptual response associated with the movement before or during the action. In neuroscience, this relates to movement intention and motor planning. The associated regions include the premotor cortex, supplementary motor area, primary motor cortex, and frontoparietal circuits responsible for preparing, anticipating, and executing voluntary movements.

• When I close my eyes, I perceive very vivid images or unknown visual sequences. From a neuroscientific perspective, this is linked to mechanisms of visual coding and mental imagery. The related areas include the primary and secondary visual cortex in the occipital lobe, as well as temporal and parietal networks involved in visual memory, mental representation, and internal imagery.

I also experience an internal vibration sensation and pressure in my head and body. None of the symptoms described above are related to a mental illness.

I am not a doctor or specialist. I deeply respect healthcare professionals. I am simply a student who worked to pay for his studies and who lost his job because of this situation. I am trying to understand what is happening to me and why my symptoms continue to worsen.

I have searched online through research pages related to these symptoms and I have come to the conclusion that they may be related to Brain-Computer Interfaces (BCI), technologies capable of interpreting brain signals associated with visual attention, movement intention, or neural stimulation. I am not claiming that I have this, but my symptoms do not resemble any mental health disorder. Instead, they resemble concepts studied in cognitive neuroscience, bioengineering, and neural technologies, which is why I am seeking an “impartial” neurological and medical evaluation.

I believe this issue may belong to the field of bioengineering, neurotechnology, or some highly specialized branch related to applied neuroscience. I even submitted a case file to CONCYTEC seeking guidance or help related to this topic, but my case file was annulled, which further increased my desperation and need for help.

I urgently need help, please. I need some professional or international institution to take my case seriously before my health worsens even more. In my country, nobody listens to me.

In addition to the above, there has been defamation and mockery directed at me because, based on what I have read about neurotechnology, I understand that research on neural decoding, eye tracking, visual processing, and reconstruction of brain signals seeks to interpret patterns related to what a person observes, remembers, or intends to do.

The problem is that if such technology is used illegally or without authorization, it exposes a person’s daily life publicly, since a Brain-Computer Interface (BCI) can collect memories, perceptual reactions, or patterns of visual attention. This could then be used to generate mocking, defamatory, and monetized internet content by organizations or third parties, severely affecting a person’s privacy, dignity, and daily life. Research technology is being used on people without their authorization to generate internet content and monetize it.

Everything described above is not my imagination or a deterioration of my mental health. These are symptoms that I experience every day. When I walk down the street, some people I do not know look at me and mock me when they see me. And I ask myself: is that a hallucination? I believe it is not.

Many people or healthcare professionals may attempt to discredit everything I mention by using a previous emotional diagnosis I had many years ago, during a difficult stage of my life in which I received medication for mood stabilization and sleep. Whenever someone attempts to dismiss what I mention about Brain-Computer Interfaces (BCI), the first thing I would ask them is: according to medical literature, does that previous diagnosis include symptoms such as the physical vibrations, electrical sensations, automatic perceptual associations, and highly specific cognitive experiences that I describe above? I believe it does not. Could a person with a mental illness reach conclusions like these after reading neuroscience research online? I do not think a person who is severely mentally impaired could do that. And if this were supposedly a mental illness where I imagine or hallucinate things, then why do people who do not know me laugh at me in the street and mention the BCI I supposedly have? Is that a mental illness? That is the first thing I would ask anyone trying to dismiss me.

That is why I ask for “impartial” international help, because the defamation and mockery associated with the alleged BCI device mentioned are so severe that I feel even professionals from different areas in my country may know about the situation and prefer not to get involved.

What worries me is that this could happen to anyone, and due to the strange nature of these symptoms, if another person experienced the same symptoms and went to a doctor, they would automatically be referred to psychiatry before any serious neurological or bioengineering explanation was investigated.

That is why I am asking for help, because the doctors at the hospitals I have visited do not find anything abnormal, which leads me to infer that this may already involve bioengineering, biomedical engineering, or some specialized branch related to these kinds of devices.
